By default, IBM Cognos 8 allows anonymous access. If you want to use security in your IBM Cognos 8 environment, you must disable anonymous access and configure IBM Cognos 8 to use an authentication provider.
In the IBM Cognos Configuration Explorer window, click Security, Authentication, Cognos.
Click the Value box for Allow Anonymous Access, and select False.
Right-click Authentication, and click New Resource, Namespace.
In the Name box, type a name for your authentication namespace.
In the Type list, click the appropriate namespace and then click OK.
The new authentication provider resource appears in the Explorer window, under the Authentication component.
In the Properties window, for the Namespace ID property, specify a unique identifier for the namespace.
